This naturally leads to important questions:

Do the municipal boundaries established years ago still make sense for Summerhouse today? When a community is physically separated from the town, should it continue paying full municipal taxes if many of the services residents rely on are already provided by the county or privately funded through the HOA?

Reasonable people may answer that question differently, but it is the central issue behind the de-annexation discussion. This is not about avoiding taxes—it is about ensuring taxes reasonably align with the services received.

It is also important to understand how Summerhouse became annexed.

Summerhouse was annexed at the developer's request before any residents ever lived here. Residents never voted on that decision. At that time, it benefited the town and the developer. Since then, the North Carolina legislature has even recognized how these scenarios benefit developers and towns, but ultimately, it is the residents who pay. In an effort to curb these annexations, they enacted new laws that placed greater emphasis on property-owner consent, service delivery, and the limitation of disconnected satellite annexations.

Annexation should exist to deliver municipal services—not simply to expand municipal boundaries or tax revenues. 

A Community Discussion

One concern we occasionally hear is:

"How will the rest of Holly Ridge view Summerhouse if we de-annex?"

It is a fair question.

Many of us have friends throughout the area. We attend the same churches, support the same local businesses, volunteer with the same organizations, and care deeply about the future of Holly Ridge and the surrounding communities.

De-annexation is not about turning our backs on Holly Ridge. It is about determining whether a community located three miles outside the town's contiguous limits should continue paying full municipal taxes when it already privately maintains its roads, stormwater systems, amenities, and much of the infrastructure municipalities typically provide, while also relying on county-funded services such as schools, the Sheriff's Office, EMS, and many emergency services.

Communities throughout North Carolina thrive outside municipal boundaries while maintaining strong relationships with nearby towns. Their residents remain active members of the broader community regardless of where the municipal boundary is drawn.

If de-annexation succeeds, Summerhouse residents will still be neighbors. We will still support local businesses, churches, schools, charities, and community events. We will still care about the future of Holly Ridge and the surrounding area.

Your Mailing Address Will Not Change

Just as importantly, your mailing address will not change. Summerhouse residents will continue using a Holly Ridge mailing address because mailing addresses are assigned by the U.S. Postal Service based on mail delivery routes—not municipal boundaries.

The discussion has never been about changing our identity or our community.

It is about whether the current municipal boundaries—and the taxes that accompany them—remain the best fit for a geographically separate, largely self-funded community.

Regardless of where you stand on the issue, understanding Summerhouse's unique status as a satellite annexation is essential to making an informed decision.
